LatAm countries agree to bolster environmental rights

Fourteen Latin American and Caribbean countries Thursday approved a plan of action designed to promote an eventual environmental bill of rights, the UN economic commission for the region said.

The 2014 Action Plan, approved at a gathering in Mexico's western city of Guadalajara, is aimed at boosting citizen participation in environmental matters through greater access to information, among other measures, the UN Economic Commission for Latin America and the Caribbean (ECLAC) said in a statement.

It is a result of the implementation of Principle 10 of the Rio Declaration on Environment and Development, signed at the UN Conference on Sustainable Development (Rio+20) last June.

The plan, which contains a series of actions to be implemented by 2014, urges governments in the region to promote active participation of ordinary citizens, and make progress toward creating a regional instrument for cooperation and consultation.

"We are convinced that the proper implementation of Principle 10 would promote transparency, justice and access to information for deeper social equality and democracy," said ECLAC Executive Secretary Alicia Barcena at the meeting's closing ceremony.

The 2014 Action Plan was approved by the following 14 countries: Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Trinidad and Tobago, and Uruguay.
